School districts without a board of school estimate may submit proposals to voters at special school elections (held in January, March, September, or December) to raise additional funds beyond the authorized tax levy for the subsequent school budget year

Currently, districts can only submit such proposals at the annual school election for the current budget year; this bill expands that authority to special elections for the following year's budget

Districts may only submit additional funding proposals at one special election date per school year

Capital project approval questions may be placed on the same special election ballot as additional spending proposals

Proposals must include interpretive statements identifying program purposes and must comply with existing requirements prohibiting inclusion of programs necessary for students to achieve core curriculum content standards
