Creates a seven-member Affordable Housing Obligation Study Commission within the Department of Community Affairs, including the Executive Director of the NJ Housing and Mortgage Finance Agency and six public members appointed by legislative leaders and the Governor

Governor's two appointees must come from lists submitted by the League of Municipalities and the Fair Share Housing Center

Commission must examine the history of affordable housing in New Jersey, analyze past guidance to municipalities on meeting housing obligations, and study actual and projected population increases relative to housing needs

Required to publish a report within 365 days of organizing that provides recommendations to municipalities on strategies for meeting affordable housing obligations and guidance to state agencies on assisting municipalities

Commission expires immediately upon publication of its report
