Expands the Department of Health's perinatal mental health improvement plan by requiring consultation with the Perinatal Mental Health Coalition of New Jersey and Maternal Child Health Consortia to develop screening, referral, treatment, and support services

Mandates health insurers cover perinatal mood and anxiety disorder screening during preconception, pregnancy, and throughout the first year postpartum, applying to all major insurance types including HMOs, Medicaid, State Health Benefits Program, and School Employees' Health Benefits Program

Requires health care professionals and certified peer specialists providing perinatal care to complete continuing education on perinatal mental health, including one credit as a condition of license or certification renewal for physicians, physician assistants, nurses, and midwives

Establishes standardized data collection for all outpatient perinatal mood and anxiety disorder services, with data to be included in the Pregnancy Risk Assessment Monitoring System (PRAMS) and New Jersey State Health Assessment Data System

Directs DOH to prepare a resource guide listing available perinatal mental health services and qualified providers throughout the state
