Establishes the New Jersey Higher Education Student Advisory Commission within the Department of State, consisting of 14 student members representing State colleges, public research universities, county colleges, independent colleges, and proprietary institutions

Student applicants must demonstrate campus leadership experience and obtain a letter of recommendation from their institution's president; the Secretary of Higher Education appoints members for one-year terms with possible reappointment

Commission members serve without compensation but receive reimbursement for reasonable expenses; the commission must meet at least three times annually with minutes posted on the Office of the Secretary of Higher Education's website

Commission advises the Secretary on system-wide student concerns including postsecondary education affordability, student mental health, and campus safety

Requires annual reporting to the Assembly and Senate Higher Education Committees on student concerns, perspectives, and experiences, with the authority to recommend legislative initiatives
