Requires New Jersey higher education institutions receiving state operating aid to provide annual training to designated "responsible employees" on responding to and reporting student allegations of sexual harassment or sexual violence

Designates responsible employees to include faculty, campus police/security, administrators, general counsel staff, health personnel, resident advisors, and others likely to receive such reports

Mandates responsible employees report alleged incidents occurring on campus, at off-campus institution activities, or via electronic communications to appropriate institutional authorities

Requires institutions to investigate reports of sexual harassment or sexual violence and take appropriate steps to resolve situations

Restores reporting requirements similar to Obama-era federal guidance that was withdrawn by the U.S. Department of Education in May 2020, which had limited who must report incidents triggering institutional investigations
