Requires the New Jersey Department of Environmental Protection to lift conservation easements on properties that were imposed as conditions of CAFRA (Coastal Area Facility Review Act) permits when requested by property owners

Conservation restrictions can only be lifted if the property is needed for the physical expansion of an existing school for special needs children

As a condition of lifting the easement, a new conservation restriction must be placed on a replacement parcel that is at least twice the size of the original property

The replacement parcel must be located no more than 20 miles from the original property where the easement is being lifted

The replacement conservation restriction must be substantively similar to the original restriction being removed
