Legalizes possession of six or fewer marijuana plants for personal use, contingent upon the enactment of New Jersey's Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Act (Assembly No. 21)

Removes marijuana and hashish from the definition of "drug paraphernalia," making equipment used for cannabis consumption legal to possess and use

Establishes that possession of six ounces or less of marijuana, six or fewer plants, or 17 grams or less of hashish is not subject to any criminal, civil, or delinquency penalties

Prohibits the odor of marijuana from being used as reasonable suspicion to initiate a search for possession violations

Requires quarterly law enforcement reporting on marijuana possession violations, including demographic data (race, ethnicity, gender, age) and dispositions, to be published on the State Police website
