Applies to four existing pediatric special care nursing facilities in New Jersey: Children's Specialized Hospital (Mountainside and Toms River), Phoenix Center for Rehabilitation and Pediatrics (Haskell), and Voorhees Pediatric Facility

Requires facilities to comply with state and federal laws regarding licensure, patient safety, and quality of care to receive the minimum reimbursement rate

Directs the Commissioner of Human Services to apply for necessary federal State plan amendments or waivers to secure federal matching funds under Medicaid and the Children's Health Insurance Program

Appropriates unspecified funds from the General Fund to close the current 63.5 percent gap in reimbursement rates between the highest and lowest paid pediatric facilities
