Authorizes contracting units to award indefinite delivery, indefinite quantity contracts with set terms for goods, services, and public works without requiring final project plans and specifications, provided the bidding process is competitive and transparent

Empowers the Director of the Division of Local Government Services to prohibit contracting units from serving as lead agencies for cooperative purchasing agreements if they fail to comply with these requirements
