Allows couples to obtain a marriage or civil union license from any municipality in New Jersey, removing the current requirement to apply in the municipality where one party resides

Current law requires residents to obtain licenses from their municipality of residence, or non-residents to apply in the municipality where the ceremony will occur

Only requires that the marriage or civil union ceremony be performed somewhere within New Jersey

Directs the Commissioner of the Department of Health to adopt rules and regulations necessary to implement the change

Takes effect immediately upon enactment
