Modifies automatic voter registration at the Motor Vehicle Commission (MVC) by creating separate procedures for REAL ID applicants versus standard license/ID applicants

REAL ID applicants who provide citizenship documentation will be automatically registered to vote unless they decline, with the MVC transmitting their information electronically to the Secretary of State and county commissioners of registration

Standard license/ID applicants must affirmatively select or decline voter registration as a condition of completing their application, rather than being automatically registered

Requires county commissioners of registration to send notices to newly registered voters via non-forwardable mail, allowing them to affiliate with a political party, decline registration, or opt into mail-in ballots

Establishes coordination between the Department of Corrections, MVC, and Secretary of State to provide voter registration opportunities to eligible individuals being released from incarceration who receive non-driver ID cards

Takes effect two years after enactment, with the Secretary of State authorized to promulgate emergency regulations for implementation
