Establishes a matching grant program in the Department of State providing up to $25,000 per grant to local government units to hire storytellers with Revolutionary War historical expertise for the United States Semiquincentennial celebration

Appropriates $2,000,000 from the General Fund to implement the program, with any unexpended balance lapsing back to the General Fund on December 31, 2026

Grants are awarded competitively based on criteria including specific objectives for hiring storytellers and evidence that the local government is located in an area with Revolutionary War historical significance

Department of State must develop guidelines, application procedures, evaluation criteria, and reporting requirements within 90 days of enactment

Program expires upon exhaustion of funds or December 31, 2026, whichever occurs first
