Defines "small modular nuclear reactor" as a nuclear fission reactor with generating capacity of 300 megawatts or less that can operate alone or in combination with similar reactors and requires licensing by the U.S. Nuclear Regulatory Commission

Directs the Board of Public Utilities to adopt rules and regulations within 18 months concerning the construction and operation of small modular nuclear reactors in New Jersey

Requires BPU to consider whether proposed reactors would replace retiring coal or natural gas facilities and whether they could reuse existing sites, infrastructure, and displaced workers when evaluating petitions

Authorizes the New Jersey Economic Development Authority to use Global Warming Solutions Fund moneys to incentivize the construction and operation of small modular nuclear reactors

Prohibits storage of spent nuclear fuel or high-level radioactive waste at reactor sites without meeting all applicable U.S. Nuclear Regulatory Commission requirements
