Requires residential structures with living space above the ground floor to be equipped with a fire escape mechanism on each level, in addition to existing smoke alarm and fire extinguisher requirements

Defines "fire escape mechanism" as a device allowing safe exit from a window when ground floor exits are blocked by fire, smoke, or other danger, including anchor plate, hook, and rope systems

Mandates that certificates of occupancy or inspection cannot be issued until compliance with the fire escape mechanism requirement is verified

Establishes a fine of up to $1,000 for violations of the fire escape mechanism requirement, compared to $500 for smoke alarm violations and $100 for fire extinguisher violations

Directs the Commissioner of Community Affairs to promulgate rules and regulations for implementing the fire escape mechanism requirements
