Requires all voters starting January 1, 2025 to present government-issued photo identification (New Jersey driver's license, non-driver ID, or federal/state document) showing their name, photograph, and unexpired date in order to vote in person or by mail-in ballot

Voters who fail to present valid photo ID documentation would receive a provisional ballot and have until close of business on the second day after the election to provide acceptable identification to the county commissioner of registration

Establishes a religious exemption allowing voters with religious objections to being photographed to vote by executing a sworn affidavit instead of providing photo ID

Authorizes poll challengers and district board members to examine voter identification documents and challenge the validity of presented documentation

Waives Motor Vehicle Commission fees for non-driver identification cards for indigent voters who need the ID to comply with the new voting requirements, upon submission of an affidavit of indigence
