Department of Health must collect random data samples from each county on a biannual basis using the Basic Screening Survey from the Association of State and Territorial Dental Directors to assess oral health of pre-school and school-aged children

Licensed dentists and related staff will conduct the screenings, which require informed written consent from a child's parent or guardian

All data collected must comply with federal and State privacy laws

Department of Health must submit biennial reports to the Governor and Legislature containing findings and recommendations based on the collected data

Commissioner of Health is authorized to adopt rules and regulations to implement the program
