Requires EMTs seeking certification to complete an approved educational program that includes training in blood glucose test administration and pass an examination

Directs the Commissioner of Health to establish written standards and application procedures for EMT certification in blood glucose testing

Mandates the Commissioner maintain a registry of all certified EMTs, including their name, residence, and certification date, with an annual public list compiled

Allows fees to be charged for the training and certification program if costs are not covered by the Emergency Medical Technician Training Fund
