Mandates annual cost-of-living adjustments for residential behavioral health service provider contracts with the Division of Mental Health and Addiction Services, based on the Consumer Price Index for the preceding October 1 through September 30 period

Creates the "Residential Behavioral Health Care Access and Improvement Fund" to provide grants to residential behavioral health facilities for routine repairs and maintenance

Requires Medicaid reimbursement rates for residential behavioral health services to equal at least 100% of Medicare Part B rates, effective July 1, 2024, with annual reporting on access and quality impacts

Establishes a competitive grant program through the Division of Consumer Affairs to fund behavioral health internship programs, including compensation for interns and supervisors and creation of new internship slots

Allows candidates for clinical social worker, professional counselor, or marriage and family therapist licensure to complete supervision requirements under any of these three licensed professional types, rather than requiring same-discipline supervision
