Establishes the New Jersey-India Commission as a permanent body within the Department of State, continuing the commission originally created by Executive Order No. 354 in February 2024

Commission membership consists of 35-45 members appointed by the Governor; starting January 1, 2028, eight members must be recommended by legislative leaders (four each from the Speaker of the General Assembly and President of the Senate)

Commission purposes include advancing bilateral trade and investment between New Jersey and India, promoting cultural and educational exchanges, encouraging mutual infrastructure investment, and studying policy issues of mutual interest

Members serve without compensation but may be reimbursed for expenses; the commission is authorized to raise funds and accept gifts, grants, and bequests to support its operations

Commission must submit biennial reports to the Governor and Legislature with recommendations, with the first report due within one year of the act's effective date
