Limits additional certifications within the EMT-Basic scope of practice to no more than 30 hours of combined training

Makes training agencies ineligible for certification or recertification by the Commissioner of Health if their EMT-Basic programs exceed the 90-hour limit

Reduces current EMT-Basic training requirements from a minimum of 190 hours to address workforce shortages in the field

Requires the Commissioner of Health to adopt implementing regulations through the Administrative Procedure Act
