Expands eligibility for foreign medical schools to operate clinical clerkship programs in New Jersey by allowing schools accredited by bodies recognized by the World Federation for Medical Education (WFME), in addition to those approved by the National Committee on Foreign Medical Education and Accreditation (NCFME)

Transfers oversight of the Advisory Graduate Medical Education Council and the Advisory Committee on Alternatively Accredited Medical School Clinical Clerkships from the Commission on Higher Education to the Department of Health

Requires the Advisory Graduate Medical Education Council to promulgate and maintain a Code of Ethics modeled on the American Bar Association's Code of Judicial Conduct

Mandates annual reporting to the Governor and legislative Health Committees on the number of institutions approved to operate clinical clerkship programs and student demographics (by institution, race, ethnicity, gender, and age) of those accepted to clerkships

Requires medical students participating in clinical clerkships to provide proof of successful completion of the United States Medical Licensing Examination-Step 1 within 3 months of starting their clerkship
