Creates a new "limited cosmetic retail service license" for retail establishments whose primary business is selling skincare, hair care, makeup, and cosmetic products to the public

Defines "cosmetic retail services" as applying cosmetic preparations to face or neck, facial massage/cleansing by hand, and hair removal from face or neck using depilatories or tweezers (excluding waxing and electrolysis)

Licensed cosmetic retail service establishments must have at least 750 square feet, one lavatory, hot/cold running water, cleaning/disinfecting areas, and proper storage for sanitized implements and linens

Establishments may have up to four workstations with chairs for cosmetic retail services, which must be situated in proximity to one another

Services must be performed by a licensed skin care specialist, and licensees are prohibited from providing services beyond those defined as cosmetic retail services while on the establishment premises
