Requires dealers to maintain transaction records for one year, make them available for law enforcement inspection, and prohibits selling or sharing seller information without written consent

Establishes civil penalties of up to $250 for first offense, $500 for second offense, and $1,000 for third or subsequent offenses, with each transaction constituting a separate violation
