Enters New Jersey into the School Psychologist Interstate Licensure Compact, allowing licensed school psychologists to obtain equivalent licenses to practice in other member states without meeting duplicative requirements

Requires applicants for a home state license to pass a qualifying national exam, complete at least 1,200 hours of supervised internship (with 600+ hours in a school setting), and graduate from a qualifying school psychologist education program

Creates the School Psychologist Interstate Licensure Compact Commission, a joint government agency composed of delegates from each member state responsible for administering the compact, establishing rules, and resolving disputes

Provides that active military members and their spouses can designate their home state license as their permanent residence, primary state of practice, or location of permanent change of station

Takes effect immediately upon enactment, with the compact becoming operational once seven states have enacted it
