Awards grants of up to $500,000 each to three institutions—one each in the southern, central, and northern regions of New Jersey—for a total appropriation of $1.5 million from the General Fund

Requires applicant institutions to submit plans detailing program development, partnerships with nonprofits and local wineries for real-world experience, and expected student participation numbers

Permits students under age 21 to enroll in wine and grape science programs, but prohibits them from coursework or events involving alcohol consumption

Mandates the Secretary of Higher Education to report to the Governor and Legislature on program implementation, student participation, and recommendations for continuation or expansion six months before the program concludes
