Imposes mandatory life imprisonment without parole for persons convicted of aggravated sexual assault where the victim suffered serious bodily injury (defined as injury creating substantial risk of death, permanent disfigurement, or protracted impairment of bodily function)

Authorizes extended term sentences of 30 years to life for aggravated sexual assault against victims 16 years or younger when the offender used or threatened to use a deadly weapon, or threatened serious bodily injury

Establishes extended sentences for other sexual offenses against minors under similar violent circumstances: 10-20 years for sexual assault, 5-10 years for aggravated criminal sexual contact

Amends existing sentencing statutes to incorporate these new mandatory sentences alongside current provisions for repeat sexual offenders

Takes effect immediately upon enactment
