Creates a new third-degree crime for knowingly damaging or tampering with historic places or sites, punishable by 3-5 years imprisonment, a fine of up to $15,000, or both

Defines "historic place or site" as properties listed on the New Jersey Register of Historic Places, the National Register of Historic Places, or identified in county/municipal master plans as having historic interest

Also includes properties officially recognized as historically significant by the State Agriculture Development Committee

Amends the existing criminal mischief statute (N.J.S.2C:17-3) to add this new category of offense alongside existing provisions covering property damage, graffiti, and tampering with utilities or aviation facilities
