Establishes a self-certification program allowing licensed architects and professional engineers to certify that construction permit applications and plans comply with the State Uniform Construction Code, enabling faster permit issuance within 1-5 calendar days

Applies to repair, renovation, alteration, and reconstruction projects in specific occupancy groups with square footage limits ranging from 4,800 sq ft (residential R-3/R-5) to 13,500 sq ft (storage S-2)

Excludes certain projects from self-certification including those with new commercial kitchens, electrical service over 400 amps, structural alterations involving lateral design, and projects requiring special inspections

Requires qualified design professionals to have at least 3 years of licensure, high-rise/hazardous structure inspection certification, department authorization, and professional liability insurance of at least $500,000 per claim/$1,000,000 aggregate

Authorizes the Department of Community Affairs to conduct random audits of self-certified projects and impose sanctions including exclusion, suspension, or probation for professionals who submit false information or demonstrate incompetence
