Authorizes the Commissioner of Health to designate a nonprofit entity as New Jersey's Public Health Institute to coordinate public health services among national, state, and local agencies, Regional Health Hubs, healthcare facilities, and private organizations

Requires the designated institute to be a 501(c)(3) nonprofit located in New Jersey and recognized by the National Network of Public Health Institutes or successor accreditation body

Tasks the Public Health Institute with developing programs to address racial health disparities and their systemic root causes, supporting workforce development, conducting applied research, and bridging gaps between public and private healthcare services

Creates the Public Health Institute Fund as a non-lapsing fund within the Department of Health to receive appropriations, donations, and grants to support the institute's establishment and operations

Mandates the designated entity to submit operational plans, progress reports, and data to the Department of Health, and requires consultation with both the Department and local health departments in carrying out its duties
