Requires municipalities to permit accessory dwelling units (ADUs) as of right on any lot containing a single-family or two-family dwelling, without public hearings or variance approvals

Prohibits municipalities from imposing requirements such as passageways between units, more than one parking space (or any parking within half-mile of transit), familial relationships between occupants, minimum age requirements, or periodic permit renewals for ADUs

Establishes a 60-day approval timeline for ADU applications, with automatic approval if the municipality fails to act within that period

Allows municipalities to require owner-occupancy of either the main dwelling or the ADU, and permits restrictions on short-term rentals or vacation stays in ADUs

Exempts ADUs from being counted as new residential uses for water and sewer connection fees unless built with a new primary dwelling or requiring separate utility connections
