Expands the authority of educational research and services corporations (formed by public universities, state colleges, and county colleges) to act as lead agencies for procurement of any goods or services and public works, not just educational technology systems

Allows these corporations to coordinate procurement on behalf of municipalities, fire districts, counties, local authorities, school districts, and various higher education institutions

Designates educational research and services corporations as "local units" under the Uniform Shared Services and Consolidation Act for procurement purposes

Removes a proposed exemption from public bidding requirements for shared services agreements between the corporation and member institutions, maintaining standard procurement law compliance

Requires corporations to continue following all applicable state and local procurement laws, including pay-to-play restrictions and prevailing wage requirements
