Directs the Secretary of Higher Education to establish the New Jersey Legislative Youth Council and select a state college or university to host, develop, and provide administrative support for the program

Changes member eligibility requirements: raises minimum age from 15 to 18 and maximum from 23 to 25, reduces residency requirement from 15 years to 10 years, and aligns terms with the two-year legislative session

Removes legislators from formal council positions, allowing them to serve in an advisory capacity instead, and eliminates the requirement that members study specific subject areas

Creates paid coordinator position at the host institution to oversee council operations, arrange speakers and observation opportunities, and report biennially to the Secretary and Legislature

Establishes stipends for both the coordinator and council members in amounts to be determined, with funding to be appropriated annually by the Legislature
