Boards of education may lease school land or buildings determined unnecessary for school purposes to federally qualified health centers through private agreement without public bidding

Federally qualified health centers are added to the list of entities (which includes government bodies, veteran organizations, nonprofits, and hospitals) eligible for no-bid leases at nominal fees

Any lease exceeding five years requires approval from the Commissioner of Education

When a federally qualified health center shares a building with a public school, the health center must be located in a separate and distinct portion from areas where students may be present, to the extent permitted by federal law
