Requires chief law enforcement officers to notify municipal governing body members when a sex offender listed on the State Police Internet registry registers in their municipality

Prohibits registered sex offenders whose victims were under 18 from residing within 500 feet of elementary or secondary schools, child care centers, or playgrounds

Provides exceptions for offenders who established residence before the law takes effect, are incarcerated or receiving mental health treatment at facilities within the restricted zone, or have a school/playground built near their existing residence after they moved in

Allows the parole board to grant needs-based exceptions and courts to grant exemptions when discharging individuals from psychiatric facilities

Takes effect on the first day of the sixth month following enactment
