Establishes the "New Jersey Family Homelessness Fund" in the Department of the Treasury to collect voluntary contributions from taxpayers through their gross income tax returns

Allows taxpayers to designate a portion of their refund or make an enclosed contribution to support families at risk for or experiencing homelessness

Requires the Legislature to annually appropriate all fund monies for distribution to Family Promise, a 501(c)(3) national organization, for allocation to its independently-run local affiliates operating in New Jersey

Funded services include homelessness prevention, emergency shelter, and housing stabilization programs for families

Takes effect immediately and applies to taxable years beginning on or after January 1 following enactment
