Newly-built affordable housing inclusionary developments with 10+ units or 4+ stories must be designed, constructed, and certified to at least LEED silver standards or equivalent green building rating systems

Developers of inclusionary developments with 10+ units must submit traffic impact, school impact, and storm water impact studies to the municipal approving authority before applying for development approval

Developments requiring clearing of more than one acre of land must also submit a carbon impact study

The Commissioner of Community Affairs must adopt implementing regulations within 8 months of enactment, in consultation with the Departments of Environmental Protection and Education

The law takes effect 13 months after enactment and does not apply to developments with complete applications submitted before the effective date
