Higher education institutions that boycott Israeli goods, products, or businesses, or divest from companies supporting Israel, would be prohibited from receiving State operating aid

Affected institutions would lose access to proceeds from State-supported revenue bonds issued by the New Jersey Educational Facilities Authority and State general obligation bonds

Students enrolled at non-compliant institutions would be ineligible for State student assistance or scholarship programs administered by the Higher Education Student Assistance Authority

The prohibition applies to the entire institution including all endowment funds, subdivisions, departments, and sections that support or participate in the Boycott, Divestment, and Sanctions (BDS) movement

Divestments made for "prudent economic reasons" are explicitly exempted from triggering the funding prohibition
