Prohibits New Jersey public institutions of higher education from entering into any contracts, partnerships, joint ventures, memoranda of understanding, or collaborative arrangements with institutions of higher education in Palestinian-controlled West Bank or Gaza territories

Bars public colleges and universities from transferring, licensing, or sublicensing any intellectual property to institutions located in those Palestinian territories

Public institutions found non-compliant by the Secretary of Higher Education will lose eligibility for all State support for operational and capital costs

Defines "intellectual property" to include original data, findings, and products protected under trade secret, patent, trademark, copyright, or unfair competition law

Takes effect immediately upon enactment
