Defines "discharged LGBTQ veteran" as a veteran discharged less than honorably from the U.S. Armed Forces due to sexual orientation, gender identity, gender expression, or related consensual conduct that was prohibited by the military at the time of discharge

Requires the New Jersey Department of Veterans Affairs to establish a uniform process for verifying discharged LGBTQ veteran status and create an eligibility form to be issued upon verification

Amends the definition of "veteran" across approximately 25 New Jersey statutes to include discharged LGBTQ veterans, extending eligibility for various state benefits and programs

Extends benefits to discharged LGBTQ veterans including: civil service employment preferences, state park fee exemptions, in-state tuition rates, pension system veteran status, beach access, driver's license veteran designations, housing preferences, property tax deductions, and workforce development training programs

Allows discharged LGBTQ veterans to use the DVA-issued eligibility form as satisfactory proof of veteran status for state identification cards, driver's licenses, and other benefit applications
