Requires the Commission on Human Trafficking to identify increased human trafficking risks associated with the 2026 FIFA World Cup in New Jersey and develop recommendations for prevention and response strategies

Mandates the commission submit a report to the Governor and Legislature within 180 days of enactment, including recommendations on public awareness campaigns, law enforcement guidelines, hotline capacity, and potential changes to state trafficking laws

Establishes the Human Trafficking Survivor Leader Advisory Council within the Division of Violence Intervention and Victim Assistance, consisting of 7-11 human trafficking survivors appointed by the Attorney General

Requires businesses already obligated to display human trafficking awareness signs to also display FIFA World Cup-specific trafficking awareness signage developed by the commission

Appropriates $1,000,000 from the General Fund to the Department of Law and Public Safety to implement the act's requirements
