Expands the Office of the Public Defender's duties to provide legal representation to indigent defendants charged with contempt (under N.J.S.2C:29-9(b)) for violating domestic violence orders issued under the Prevention of Domestic Violence Act of 1991

Excludes from Public Defender representation contempt charges related to parenting time orders, monetary compensation orders, professional domestic violence counseling orders, and rent/mortgage payment orders

Applies to violations of substantially similar domestic violence orders entered under laws of other states or the United States

Implements recommendation 29 from the June 2023 report of the Reconvened Joint Committee on Criminal Justice
