Mandates Pretrial Services to recommend no release for defendants who have been arrested on two or more prior separate occasions with those charges still pending at the time of the current arrest

Applies when the current charge or at least one pending prior charge involves an indictable offense or a disorderly persons offense involving domestic violence

Establishes that a "no release" recommendation from Pretrial Services can serve as prima facie evidence to overcome the presumption of release when a prosecutor files a motion for pretrial detention

Amends New Jersey's Criminal Justice Reform Law (P.L.2014, c.31) governing pretrial detention determinations

Implements Recommendation #23 from the Report of Reconvened Joint Committee on Criminal Justice Reform issued June 7, 2023
