Transfers licensing authority for emergency medical technicians and mobile intensive care paramedics from the Department of Health to the new board, which will set standards for licensure, scope of practice, continuing education, and school accreditation

Establishes the "Board of Paramedicine Fund" funded by a $1 surcharge on motor vehicle fines and penalties to support board operations, provider training, paramedicine research, and defraying licensure application costs

Requires criminal history record background checks for all licensees at least once every two years as a condition of licensure renewal, with specific disqualifying offenses related to crimes against persons, families, theft, and controlled substances

Creates an Alternative to Discipline Program for licensees suffering from chemical dependency or other impairment, allowing confidential oversight during treatment and recovery
