Mandates the New Jersey Turnpike Authority (NJTA) and South Jersey Transportation Authority (SJTA) to send a written notice within 60 days of a toll violation, replacing the previous optional "advisory and payment request"

Requires the written notice to include the nature, date, time, and location of the violation, plus a process for the vehicle owner to remedy the violation within 30 days to avoid administrative fees

Prohibits toll authorities from issuing or collecting any administrative fee unless the written notice has been provided and the 30-day remedy period has expired

Vehicle lessors remain exempt from liability if they timely submit rental agreement documentation identifying the lessee at the time of violation

Takes effect on the first day of the third month following enactment, with authorities permitted to take preparatory administrative actions beforehand
