Defines "cooperative sober living residence" as a boarding house serving solely as a home for individuals recovering from drug or alcohol addiction, intended to support residents' sobriety and recovery

Requires cooperative sober living residences to have two certified operators (one present on-site from 7 p.m. to 7 a.m., and at least one residing in the residence), prohibit alcohol and drugs, and conduct random testing of residents

Mandates unannounced inspections of cooperative sober living residences at least twice per year, compared to once annually for other boarding houses

Requires operators to immediately notify the Department of Community Affairs of serious incidents including fires, resident deaths or overdoses, communicable disease outbreaks, and suspected crimes

Appropriates $100,000 from the General Fund to the Department of Community Affairs for implementation, with the act taking effect on the first day of the fourth month following enactment
