Requires all New Jersey public institutions of higher education to adopt withdrawal policies allowing students to withdraw and receive refunds due to extenuating circumstances

Defines extenuating circumstances to include illness, injury, hospitalization, and mental health and wellness issues that inhibit a student's ability to acquire an education

Mandates refund of tuition and fees paid for the semester when a student withdraws due to qualifying extenuating circumstances

Entitles withdrawing students to prorated refunds for room, board, and fees based on the portion of time facilities or services were not used

Specifies that refunds for financial aid or State aid recipients remain subject to applicable federal and state regulations
