Prohibits abortions when the probable post-fertilization age of the unborn child is 20 weeks or greater, with only physicians permitted to perform abortions after determining fetal age through medical examinations

Provides exceptions allowing abortion after 20 weeks when: the mother's life is endangered by physical disorder, illness, or injury; the pregnancy resulted from rape reported to law enforcement with counseling obtained at least 48 hours prior; or the pregnancy resulted from rape or incest against a minor reported to authorities

Requires physicians to perform abortions using the method most likely to allow the child to survive when possible, and mandates a second physician trained in neonatal resuscitation be present when the fetus may survive outside the womb

Establishes that violations constitute a third-degree crime punishable by 3-5 years imprisonment or fines up to $15,000, while providing immunity from prosecution for the woman receiving the abortion

Mandates signed informed consent forms, documentation of rape/incest reports, and annual reporting of all such abortions to the National Center for Health Statistics
