Establishes the "Task Force on the Status of Juvenile Delinquency and Remediation" consisting of 23 members, including 4 legislative members, 10 ex officio members from state agencies, 6 gubernatorial appointees, and 3 members appointed by the Administrative Office of the Courts

Requires the task force to examine causes of recent increases in juvenile delinquency cases, identify legislative/executive/judicial remedies, and assess coordination in processing and rehabilitating juvenile offenders

Directs evaluation of increases in serious offenses and repeat offenders, availability of non-custodial post-adjudication services across all counties, and capacity of existing detention and rehabilitation facilities

Mandates review of issues including minimum age for adjudication, mitigating factors of youth for sentencing purposes, and potential resentencing of juveniles serving sentences equivalent to life without parole

Requires submission of findings and recommendations within 18 months of the initial organizational meeting, with the task force expiring 30 days after report submission
