Directs the Business Action Center in the Department of State to conduct a study on the impact of vacant commercial real estate in New Jersey and submit a written report to the Governor and Legislature within one year

Requires the study to examine existing county and local government efforts to track vacant commercial properties and assess programs providing financial or technical assistance to address vacancies

Mandates review of municipal governments' progress in utilizing the "Abandoned Properties Rehabilitation Act" (P.L.2003, c.210)

Includes a survey of current and prospective business owners regarding their satisfaction with private real estate resources for finding vacant commercial space

Takes effect 90 days after enactment
