Establishes a state stockpile of personal protective equipment (PPE) to be maintained by the State Office of Emergency Management, with procurement contracts awarded by the Division of Purchase and Property

During public health emergencies, PPE from the stockpile will be provided free of charge to state and local governments, public schools, state hospitals, and state nursing homes, with remaining supplies available for purchase by other entities at market price

Requires creation of an online portal allowing entities to donate emergency supplies during public health emergencies, including PPE, test kit components, linens, food, and laundry supplies

Mandates streamlining of the state's emergency procurement process, including designating a single point-of-contact, centralizing procurement, developing surge capacity plans, and creating a repository of emergency contracts

Authorizes the State Office of Emergency Management to adopt rules and regulations to implement these provisions, with the bill taking effect immediately upon enactment
